住房和城鄉建設部出台的《關於推進建築業發展和改革的若幹意見》中明確指出,要推進行政審批製度改革,堅持淡化工程建設企業資質、強化個人執業資格的方向,對現有企業資質管理製度進行相應的改革。
今天我們就來談一談,為什麼要“談化企業資質、強化個人執業資格”的方向進行資質改革!
第一、工程建設行業需要市場準入

第二、計劃經濟轉變為市場經濟,決定了要從管企業轉變為管個人
